Taking for example the 10mm version of inverted cone burr . . . . What is the diameter at the narrow end of the cone? What is the diameter at the thick end of the cone? What is the angle that results?

The largest end of the inverted cone has a 10mm diameter, the thinnest end is slightly larger than the shank which is 6mm.  As these are not manufactured to be within exacting angles we don't have this information.
